Smoother, faster video

A new parallel decode-and-blit pipeline pushed on-device video from around 16 frames per second up to 24–26. At the same time, Wi-Fi tuning cut command latency and sped up video over the network. The combined effect is video that looks noticeably smoother and responds faster. For camera monitors and video playback, it's a visible jump in quality.
